Bryan Piligra has spent nearly a decade at the forefront of Republican franked communications, building Article I Communications into one of the most trusted names in official congressional outreach. Leading the firm since 2017, he has directed comprehensive franking programs for dozens of GOP Members across the country — overseeing full MRA budgets, managing vendor networks, and executing multi-channel communications plans that maximize constituent engagement and protect incumbency.

Bryan's background in competitive Republican politics informs everything Article I does. His firsthand experience running high-stakes campaigns — including some of the most competitive House races in the country — gives him a strategic lens that most franking vendors simply don't have. That instinct shapes how Article I approaches every client engagement: not as a print shop filling an order, but as a strategic partner invested in the Member's long-term success in the district.

Noah Baker

Noah Baker understands official congressional communication because he has lived it. He began his career on Capitol Hill as Operations Manager and Personal Aide in Senator JD Vance's official Senate office, gaining an insider's perspective on what effective franking strategy looks like in practice. He went on to build his political communications expertise at National Public Affairs and as Political Director for Bernie Moreno's Ohio Senate campaign, where his team contacted over 4 million voters.

Today, Noah brings firsthand experience in communications and strategy, having worked with over a dozen House and Senate offices across the country. He has developed a deep view of what constituent communication looks like in every type of district. He brings a strategic lens shaped by real political work, a thorough understanding of the rules, and a practitioner's instinct for the message that moves constituents.
